A River Basin Authority is a state administrative organization responsible for implementing a unified management plan for water resources within a basin. Its duties include protecting water resources from scarcity and pollution, ensuring the rational use and restoration of available resources, and coordinating both local and inter-sectoral water management.
The Tuul River Basin covers the territories of 37 soums in 5 provinces and 144 khoroos in 7 districts of Ulaanbaatar city, with a total area of 49,774.3 km². Within the basin, the centers of 18 soums are located, including Zuunmod city in Töv province, 1 in Arkhangai province, 5 in Bulgan province, 1 in Övörkhangai province, 1 in Selenge province, and 11 in Töv province.
